Who is Carroll, Frank & Plotkin, LLC?

Carroll, Frank & Plotkin, LLC is one of the oldest independent financial services firms in the Baltimore area. In 1979 Thom Carroll and Fred Frank joined together to create Carroll, Frank & Associates, the precursor of Carroll, Frank & Plotkin, LLC. In 1996 the name changed with the addition of Shim Plotkin*.

Who is Fred Frank, CLU, ChFC, CFS, NSSA?

Fred is a registered representative of Royal Alliance Associates, Inc. With a background in life insurance, certificates in advanced estate planning, and being a Chartered Financial Consultant, Fred continually excels in creating individualiazed personal financial plans. He has furthered his knowledge over the years by obtaining the Certified Funds Specialist designation as well as the National Social Security Advisor designation. 

Fred lives in Carroll County where he and his wife raised their four children. He is often found working on his boat in his self-built boat hangar. Fred also enjoys traveling the world with his wife and scuba diving in the Carribean.
